The National Flood Insurance Program (NFIP) has offered flood insurance and helped communities reduce flood risk for decades. Although there have been some incentives for reducing flood risk and building resilience, these efforts fall short in the face of increasingly intense and frequent storms and growing populations in vulnerable areas.
