Salary $35.45 to $41.28 per hour
Capitol Grounds and Arboretum; Gardening Division. The ideal candidate will assist the Gardener Supervisor with the responsibility for the management, planning, operation and appearance of the AOC gardens and grounds to meet the highest standards of horticultural excellence. The position is Emergency Essential.
Applicants must possess and maintain a valid and unexpired state driver's license at the time of application.
Employee must apply to become a pesticide Registered Technician in the District of Columbia within 30 days of the effective date of employment.
--In the absence of the Gardener Supervisor, exercises the full range of supervisory duties and responsibilities over the gardener workforce. Participates with managers and supervisors in the initial planning of current and future work schedules, budget requests, staffing needs, estimates and recommendations to schedule projected work. Assists the Gardener Supervisor to plan work operations and determine the sequence, priority and time to perform particular operations. Exercises administrative authority to plan the use of workers, equipment, facilities and materials. Plans work assignments based on general work schedules, methods and policies set by higher level supervisors. Coordinates work with supporting and related work functions controlled by other unit supervisors, contractors and USCP. Determines the workers needed to accomplish specific projects. Redirects individual workers and resources to accomplish unanticipated work.
--Investigates work-related problems such as excessive costs or low productivity and determines cause. Implements corrective actions to resolve work problems. Recommends solutions to staffing problems and work operations directed by other supervisors. Orders supplies, equipment, tools and materials necessary for the functioning of the crew and sees that they are properly used, stored, maintained and inventoried.
--Performs administrative and technical supervisory functions for subordinates. Assigns duties to and evaluates their performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors.
--Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. --Utilizes a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that required Personal Protective Equipment (PPE) is utilized. Routinely checks to verify that subordinates are using all required PPE.
Prunes and Trims Plants:
--Assists the Gardener Supervisor with the direction of and performs tasks in planting, transplanting and caring for flowers, shrubs, trees and lawns. Cultivates the soil; adds fertilizers; plants seeds, seedlings, bulbs, shrubs and trees; waters; mulches; applies pesticides; trims, prunes and transplants when necessary; and arranges plants in designs and patterns.
--Assists the Gardener Supervisor with the direction of or performs tasks related to lawn and turf maintenance. This includes amending, aerating, disking, edging, fertilizing, grading, leaf removal, leveling, mowing, raking, seeding, sodding, spraying, trimming, watering and weeding.
Propagates and Cultivates Soil and Plants:
--Assists the Gardener Supervisor with implementing the Division’s insect and disease control program utilizing an Integrated Pest Management philosophy. Recognizes insects and plant pathogens. Directs subordinates to and carries out an effective spray schedule. Ensures that pesticide application records are properly completed and submitted. Observes and enforces all safety precautions in accordance with the pesticide product labels, EPA and AOC Capitol Grounds guidelines.
Support of AOC Special Events:
--Actively participates in special events and programs with AOC staff, USCP, Sergeants at Arms, Construction Management Division and Superintendent of Buildings to coordinate and ensure specific goals. Directs and assists Division staff to set up and take down security fencing and barricades for emergencies, demonstrations, concerts, the Inauguration and other special events.
